[EAS] CAP IPAWS test today

Looks like IPAWS-OPEN is in testing mode again.  I got the following
message that appears to be aimed at the Northeastern US on our DASDEC this
afternoon:

I guess I must have configured things correctly on my end.

Did other parts of the USA get the test message as well or was it just us
Northeasters?
