[EAS] Required Periodic Test

A mock inspector who opines what you have presented is way outside of 
the accepted rule interpretation. RWT's can be "scheduled". The real 
intent of the rule is to not run a RWT at the same time/day every week. 
Inorder to remain consistent with the rules, the scheduled day/times 
must remain randomized. As such, our traffic gal enters an annual order 
into the traffic system to have it create the randomization across all 
the appropriate dayparts. In doing the RWT this way, we can also 
automatically enter a condition that we don't run a test between 6AM to 
9AM and 3PM to 7PM, M-F.  But we will do them during these dayparts on 
Sat/Sun.

Further, when we are inspected and there is a question about a missed 
test or tests, we can pull out the account report and prove diligence in 
attempting to run them. We can also look which shift missed the test and 
ask what happened during the weekly self-inspection. I can't tell you 
how many times some "talent" decided to not run the test on their own 
and not tell anyone until it was discovered late Friday or 
Saturday.....or the following week. At one station I worked, a high 
profile/ego talent was terminated after consistently blowing off the 
test during his shift and repeatedly warned not to do so.  This forced a 
heavier ratio of late week or Saturday tests.  Not good.

His question was so puzzling... "Why did you schedule so many tests 
during my show?"  Our answer, "If you had run them in the first place, 
you'd have only seen them a few times a year on balance with the rest of 
the dayparts. We had to re-randomize the schedule every time you chose 
to not run the test during your shift"  The trailing effect of this 
across the market was a remarkable reduction in missed weekly tests.
