[EAS] Cable TV Problems

I think one of us may be misunderstanding the force tuning dilemma.  My cable system (and the many others I have seen recently) does a perfectly fine job of running a crawl and audio through my cable box so that it goes on top of whatever I am watching (even a previously recorded show).  The issue with the EAN test is that the equipment used to do this cannot provide a full screen slate saying "this is a test".  All other alerts can function on these systems as-designed.  The force-tune is a solution to get the "this is a test" graphic up, since cable headends generally do not have the capability to replace the video on all 500000000000 channels they carry and because the crawl generation system cannot also make a full page slide.
