[EAS] Cable TV Problems

Maybe I could go with this if the "emergency channel" was originated at 
the local NWS forecast office, or state EOC, and the various local 
broadcasters taking turns at staffing and operating it--something like 
the pools the networks use for the White House and other major news 
venues...
