     For less than the cost of 1500 feet of the Big Dig in Boston, the 
feds could equipment every single radio and tv studio facility, every 
dispatch center and every EOC in the US with an EMNET/Comlabs system. KU 
Band with Internet backup.

     Worried about K band during high rains?

     As a backup, send the CAP information with a 3:1 FEC on a C band 
digital SPSC channel on AMC 8 and 3. This would allow 95% of all radio 
and TV stations to have a C band backup to the EMNET system

    So simple... So simple...
