Sorry to burst your bubble of skepticism, but NWS in fact has a program called the Weather Radio Improvement Program (WRIP), and one of its missions is:
Replacing the leased telecommunication circuits connecting Weather Forecast Offices (WFOs) to the NWR stations to significantly increase network reliability, performance and versatility.
