[EAS] Earthquake

I was there.

In the 1989 San Francisco earthquake the Mayor of San Francisco 
requested activation of EAS.  The local plan was and still is not 
well publicized or understood by local governments.

Secondly, the reason why "KNBR lost its LP-1 status" was that the 
Vice President and General Manager Tony Salvadore did not want KNBR to be LP-1.
