NPR's role in EAS is to augment the PEP system ....The distributor of 
National level EAS messages.     

EAS messages originated by State and Local sources (including NWS) 
Are distributed by other means.

With all stations being required to install CAP capable EAS equipment, 
This will enable message distribution via IP.   This will likely become the 
Normal distribution method to all stations, thereby eliminating the 
LP's completely.
