[EAS] EAS on Internet Streams

A couple of thoughts here -

> I agree that getting EAS messages to those that listen to radio via the
Internet is necessary, if I was an FCC god, I would make it a requirement.
The FCC did state, in response to DTV and HD-R that the message is to be
transmitted on 'all streams'.   I suspect that very few thought this meant
their Internet streaming.

> IMHO the Daisy Chain should be killed off.   The day will come that SAME
will go away and no broadcaster is going to permit their station to be used
as a relay-device for a very long duration of data transmission..   The
distribution of EAS messages should be the responsibility of those that
supply those messages - period !   The Daisy Chain is a left-over from EBS
and like all chains, subject to the strength of the weakest link.

"CAP crap" was an unfortunate choice of words.   It flowed well but was
demeaning.  I apologize.  My point in bringing this up (again) is that an
internet based system of alerting is being embraced yet a simple thing like
making sure our online listeners are in the loop seems to escape attention.

Also, an Internet based backup could help overcome the legacy over the air
"daisy chain." One area of Illinois missed the monthly test this week due to
a failed Telco circuit to a low band transmitter.  What if this had been an
actual alert?  Had the LPs been able to monitor another area via streaming,
it would not have been a problem.

I have to ask this again, if EAS is important and streaming on the Internet
is important, why are the 2 not combined?  The ability to relay aside, are
not all listeners important?
