As has may have been mentioned elsewhere, NPR has been formally established as a Primary Entry Point and distributes national level alerts which they receive directly from the FEMA Operations Centers.

Not only that, but NPR does not have a direct connection to
FEMA. They rely on receiving the PEP station for the DC area. If
that one station goes down, no EAS via NPR.
