[EAS] EAS on Internet Streams

Coming from a location where CAP is not crap, but rather a working system ,
I have to differ.    Here an Emergency Management type can initiate an EAS
Message that goes to just his local area, or statewide, from his
laptop/netbook etc, regardless of where he is.   In short, we can do things
that legacy EAS simply cannot.  Another point, EM's  hated the Endec...but
love CAP.

Another item - Many people on this list are whining about stations not
having Internet connections at some stations...No problem solved there.
