[EAS] CAP Compliance and IP

Rich-  As specified in the guidelines adopted by FEMA, The governors mandatory alert is a CAP driven feature.  The message there for gets relayed over some form of IP connectivity to CAP EAS units.

The second report and order is ambiguous as to whether the ability to accept a CAP message requires an ability to maintain an IP connection.  That's probly another area for the commission to clear up in their NPRM.
