[EAS] CAP and GMC - a light though ;)

Can we interpret this to mean that someone could 'transcribe' what they
receive (the CAP xml message) on say a cell phone or computer, and then
send out a local alert manually with the required information?

A bit Rube Goldberg to be sure, but it might be a budget saving solution
for small stations with more time than money ;)
