As you and a few others know we have been pushing for this to happen along with NASBA, the NAB, and SBE. The details of what the training will consist of have not been revealed.
FEMA has an excellent emergency training facility in Emmitsburg, MD.

What Gary did not mention is that placing CAP-EAS training for emergency managers in the curriculum of the National Incident Management System (NIMS) really does as a "carrot" to get more in the emergency management community to pay attention to EAS, work out partnerships with local broadcasters, install the means to originate CAP messages, do tests, incorporate EAS in exercises, and more.
Why/How?
In order for jurisdiction to get reimbursed for Federally declared emergencies, the emergency management agencies involved locally have to be NIMS certified.
It is a blockbuster announcement. If the training is done right (and I have reason to think at this time it will be) I expect good things to happen that will do what Part 11 never could - bring more emergency management agencies to the EAS party.
