[EAS] Coding problems on G-R decoders?

My late-2009 Gorman Redlich EAS decoder has stopped relaying
NWS warnings. It will log them, but not pass them through. 
Also refused to relay the RMT earlier this week.

At our other station an older model G-R relayed both the RMT
and NWS alerts without a problem.

Now I've heard from another station in the market where a
similar problem has appeared. This is an older G-R decoder,
but the software was upgraded as part of a repair about the
same time (maybe after) the purchase of my 2009 unit. Their
RMT was also not relayed--but comes from a different chain
relay as they are in Ohio, I'm in WV. We both monitor the
same NOAA weather station.

One clue is on the weather warnings the code "WXR" is
printed out. The particular warnings--tornado watch and
flash flood watch--are programmed to be relayed at both
stations (and have been in the past). Interestingly, my
older G-R does not print out this "WXR" code. "WXR" is
apparently an originator code for NWS in CAP.

One further curiosity: My new digital Sage --sitting on the
bench, but hooked to monitor sources- "relayed" the weather
warnings but not the WV RMT, which was programmed for a
"timed relay." 

Anyone else come across this? Problem with mixing old and
new codes? Some kind of "certification" problem?
