The problem will be with the "legacy" boxes--even if the
converter is programmed to recognize the code. Those boxes
may need software updates, which will probably not be
discovered until the full system is in place.

Right now I have a Gorman Redlich decoder that stopped
relaying NWS messages because it sees a WXR code (the CAP
code for NOAA). A second, older G-R just ignores the code
and relays the preassigned priority messages.
