[EAS] Speculation

Speculation abounds.

Unless things have been added to the Primary Entry Point protocols for Presidential activations, all such will funnel through FEMA and thence go to the PEP network no matter where the President is. There is a little matter of authentication for PEP through FEMA that is a built-in given. Also the EAN code was, is and will be a last ditch means of communication to the public. There are much better ways for the President to talk to the public than by using EAS, as long as at least one of those ways is intact.
