The new generation of EAS Boxes are not going to require a PROM.
Not likely the methods of the past will be utilized in the future when just
about everything is upgradable in the field with a new software upload etc.

Washington State has a pretty standard template that most folks start with
that are using the Sage product.  This gets them started and they can
customize from there.
