The tariff covering POTS doesn't address data. Never has.  Data on POTS
has always been a AFSK thing and the V.xx standards always had to play
according to that rule.

The AT&T rep appears to have been told to qualify the performance as a
guard against a complaint first and eventual "seamless" migration to
packet switched service.
