[BC] Maximum Tower Height

If the original site already has a CP and ASRN, it was granted before the rule and is ready to build, which is what I referred to as "grandfathered".  If the original site has the same restriction, then it will be the same time and money at either site.  Not enough information was provided to know which situation applied when I wrote that.

There is no grandfathering of sites. If you plan a new or substantailly
increase the height an existing tower, the whole exercize is needed.

I do agree the CP should be built out at the current site while the new
site is developed. Whether it's kept as a back-up is a business decision
to be made after the new site is completed.
