The major concern of the Indian tribes would be anything an excavation would unearth. And, for FCC/tower purposes, this only applies to the tower base pier and guy anchors.  Furthermore, under the standards used by the archaeologists, if the hole would be dug on a slope, they would not do a test dig (including sifting soil for artifacts) because natural erosion would have long ago eliminated anything of archaeological value.  So, if you can increase the height of a tower without the need for new guy anchors or other soil disturbance, there's less for them to complain about.

So extending the height of an existing tower would not involve as many hoops, although you would still need to go through the TCNS process, FAA, SHPO & local notification (including any local zoning authorities).

Since the site already has a tower, the "environmental impact" of increasing the height of an existing tower is not as great as a brand new site.
