 For a tower used in any regulated service, I am not aware...

 That's not the point.
 The point is that the consultants that do those studies get paid.
 Therefore, you can't make that claim.
 Only the authorized consultants can.
 On the off chance that an ancient burial ground is there, it seems the
 chances are pretty low that it's not already known.
