Commissioners are appointed by the President and confirmed by the Senate,
as such, all of them being political animals, and nearly all of them being lawyers,
how can it *not* be political ?
One can hardly expect appointment of anyone with opposing political views,
except for that pesky Title I section 4(b)(5)
Even so, there is no requirement that any appointee be a member of any
 particular party !
So, in an ideal world, it's possible that a commissioner would not have
either an R or a D after his or her name, although the likelihood is small.

Interesting that Congress had the wisdom to define a quorum as the
same number as may be the majority, of one political party.
I assume to rail-road through purely political moves. ( but of course,
 I could be wrong ) (( but I'm not ))

I guess it's theoretically possible for a Republican president to appoint
commissioners such that there could be three Republicans and
two Libertarians, thereby gaining a defacto single party Commission,
but I doubt the lawyers in the Senate would allow that.
