The propel about characterizing pirates is that they are not all the same. Some address legitimate needs met by licensed stations. In the 60s through 80s this was the case in most of Europe and they changed broadcasting there. This happening here but in a slightly different manner. That is why some pirates have local political support. Then there are those who have a purely political agenda while others just want to play radio. While they are all illegal they do exist for different reasons.
