A bunch of us had this discussion elsewhere.  While local community radio has always thrived, local community TV has not. The most that most OTA TV stations have managed to do is a half-hour nightly newscast, usually reported by one or two over-worked reporters fresh out of college.  Today, many of the smaller areas don't even bother with local newscasts any longer, so they're basically serving as access points for network shows.  

Take a look at the listings for KVIQ, the longtime CBS affiliate in the Eureka CA market.  You'll see that they have nothing local, even though Eureka is an independent market, not a sub-market.  http://kviqcbs17.com/tv-listing  -- and this is become more then norm than the exception today.  

So, is there really any need for OTA TV, especially when historically there have always been about 20% of the TV stations losing money, even in good years before cable penetration.
