[BC] Outside source for checking Modulation Levels

As I recall the history of this, the FCC had requirements for type
acceptance of modulation monitors. They had to detect peaks within a
certain time (I think the spec was within so many cycles of a tone of a
specified frequency). Most monitors were far faster thnan that. The FCC
then eliminated type acceptance or modulation monitors, so the
specifications were removed from the rules. Eric figured out that if you
slwoed down the response time to that of the deleted rules, you could
modulate a bit more, since some peaks were ignored. The FCC accepted this,
so we are now relying on rules that have been removed.
