I think that is the point so many miss--rural areas (as they always have
been) will be the ones most hurt if people just assume blindly that OTA
broadcast (TV OR RADIO) will be entirely replaced by some other service.
Many of those other services are more motivated more by financial return
than public service.

Satellite may be able to serve these areas to a certain degree but there
is currently no economical way for most small content providers to deliver
directly to their end users over satellite.
