Actually like the mob. It works. The pirates are trespassing in the licensed broadcaster's territory. Natural (common) law allows a property owner to physically remove trespassers as long as "excessive" force is not used. Some jurisdictions require a property owner to register a complaint with "authorities" before removing the offenders. Others require "posting," i.e., no trespassing signs.
Therefore, a "proper" scenario might be to:
(1) Complain to the FCC
(2) Wait a "reasonable" time.
(3) Send a complaint to the pirate.
(4) Wait a "reasonable" time.
(5) Remove the pirate's infringing equipment without using excessive force.
