[BC] Outside source for checking Modulation Levels

Going back to the pre Optimod days virtually every station had excessive peaks.  Going way back before Eric Small, there was no requirement for a peak flasher to have any specific response but the main indicator was semi peak indicating to 90% of peaks between 40 & 90 ms and a fall to 10% within 500 to 800 ms. 

Then 73.332 only says "a modulation peak indicating device that can be set to any predetermined value from 50 to 120% modulation ...." Nowhere does it say it has to be faster than the meter.
