I doubt it. It's below their radar unless serious money is at stake.

The concept of going after the land owner to address a "nuisance" 
operations has legal precedent.  Particularly in relation to illegal 
(business) operations occurring within their property. This is a common 
tactic used in the war on drugs and dealers.

Most multi-tenant dwellings would likely find some building code or 
other zoning related violation and no property owner wants that hassle 
unless they have a relationship with the tenant or operator.  Such as 
family or a separate business arrangement.

Never the less, that requires a specific commitment on the station 
(plaintiff) to follow through. If you look at the higher profile pirates 
of Miami and Boston, there is grass roots support and sowing that hoe 
may prove fruitless if not difficult and possibly a drain on finances.  
Then there is the matter of judgement recovery.  Turnip/blood.
