I wouldn't lay that all on Eric. The rule has always stated peaks of frequent occurrence. The peak was never defined nor was 'frequent'.
That said, it can still be measured on a scope. Personally I have always thought that occupied bandwidth measurement better suits the purpose. Mod monitors are more of a North American thing. I have done well elsewhere setting up for 25 DB down at 125 KHz on a peak storage SA. I have also tried it here just to see if anyone noticed and no one ever did.
