[BC] The place for OTA TV

ABC and NBC local O&O both run 2-3 program channels. PBS 11 and 20 run 4, 3, and 56 can run 4 but runs 2 currently. Most stations are running multiple channels and some are even running multiple networks on one TX because some markets don't have enough RF channels or income to support 4 or more individual stations.  2 program channels is obsolete and technically naive.
