[BC] The place for OTA TV

PBS stations have mainly abandoned the 1180 streams in favor of 720P and run multiple SD streams.  WHen I did my last rebuild at PBS 56 WYIN We had 2 HD and 2 SD channel capability. Newer mux units can do 4 HD 720 streams.
