You have to pull the right strings. The local FCC field office has twice
come out and scared a local pirate off the air. Next time they'll collect
their equipment. It helps to have the local town's zoning administrator in
the loop. In fact he complained to the FCC and got fairly immediate action.
Some of the problem is politics. If local folks want the pirate programming
the FCC will try to not intervene. But if there are local complaints and
insufficient grass roots support for the pirate, they'll have at it.

A baseball bat and a shotgun would be one solution. The way I see it the
government isn't doing much to help you now. The FCC doesn't have that much
power to do much anyway.
