Nothing to prevent a radio station from suing the pirate and the owner of the property where the antenna sits. Theory of the suit would be damage to the licensed radio station's business by the illegal signal. The complaint could be filed in small claims court, which usually can be done by just filing out a form and paying a fee..
Of course, first you need to find the site, which might be hazardous in the inner city. But assuming you could locate the antenna, most states have tax information on-line to identify the building owner. Where the antenna is mounted on-top of some high rise apartment building, I suspect at the first sign of a complaint from small claims court the landlord would shut down the station.
