Whom then should I expect to shut down all these pirate FM's that keep 
popping up here in Boston? One of my clients has a strong, overmodulated 
Haitian-language pirate on his first-adjacent, less than two miles from 
his transmitter. At one point there was another one on his other 
first-adjacent.

Market forces create incentves to cheat, and only government can keep the 
cheaters in check. "Free market" equals chaos.

I'm starting to think we need something akin to Sharia law here: make the 
consequences of pirate operation so dreadful that no one will want to take 
the risk.
