[BC] Harris MW-5 question ( HELP !!! )

I'm guessing that the tube is biased beyond cut-off and only conducts  
with the fixed amplitude / variable width pulses.  ( for more  
efficiency ) , but I don't see why a bias to class A ( briefly )  
wouldn't pull the RF tube's cathode  closer to ground and if there was  
a strong audio component, it would  modulate the carrier.
