One thing to remember in all of the EAS discussions is there are
multiple federal agencies involved with multiple jurisdictions.
As to polling the CAP server for confirmations remember that CAP is a
DHS/FEMA-IPAWS project, not the FCC's.
The FCC is the one wanting to develop the database. IPAWS is not
involved in this particular project.
My opinion is that the FCC should already have all of the information
they are proposing to request with the exception of make, model, and
software version of the individual stations EAS appliance.
One other thing to remember is that they are only considering reporting
of national tests, not each and every test.
So, from my point of view we fill out another form, albeit online,
giving the FCC the proposed database without their having to expend
resources on their own.
It then languishes in the virtual reality of the interweb until there is
another national test of some type. Not holding my breath on that one!
Usual government inefficiency, inter-agency conflict, and other normal
bureaucratic criticisms and condemnations understood completely and are
implied implicitly.
