[BC] RF Coverage Maps

I don't recall a current rule defining a specific contour for marketing
purposes. There is only text which specifies the contour to be realistic
and not falsely represent coverage which doesn't exist.

I had one station select a 48dBu contour to show coverage over a city of
interest. While I told them the real practical limit is the 54dBu contour,
they did it anyway.
