[BC] New FCC Rule could affect us all

Not so easy if the licensee uses one ENDEC for mutliple stations and ID's
the ENDEC with the licensee name instead of the call sign.  We have one
ENDEC handling three stations (all the same county) and another ENDEC
handles two (again, same county).
