Because they choose to sell only the OTA. If the client wants the web, 
well, that's more.  We have a complete peer automation system to our OTA 
for our web stream.

Others, such as national spots, aren't cleared for web for several 
reasons.  Some have to do with local promotions and confusion, others 
for union voiceover fees, and still others for various insundry reasons.
