Be careful.  If you stream to ANYONE (public, on campus, subscribers, or anyone else) you have to pay both ASCAP/BMI/SESAC and Soundexchange.

ASCAP/BMI/SESAC handle the rights of the songwriter; Soundexchange handles the rights of the performer.  Yes, there are separate copyrights that exist in a single recording. 

Broadcast radio doesn't pay the performance royalty, because long, long ago (before I was born), the Powers that Be decided that "radio sells records".  For whatever reason, internet streaming - even of a broadcast signal -- isn't treated similarly.

And, yes, IAAL.  But I'm off duty, this isn't legal advice, your mileage may vary, void where prohibited, etc., etc., etc.
