We plan to have a station that broadcasts to the wider world (we hope!), 
so yes I was told by various folks, including the board of directors at 
IBS, that I do need to pay Sound Exchange.  I've heard some good things 
about Backbone Networks-- they do both the Boston Globe and Boston 
Herald stations, as well as several of the area's college stations.  
Just trying to figure out what would be the typical cost associated with 
such a project-- and I'm deeply grateful for the input. As I said, I 
have many years of setting terrestrial stations (and several of the 
engineers on this list worked with me when I was a full-time 
consultant), but am still figuring out the things an internet station needs.
