 I could argue technically, yes.

 Well, actually, unless instructed otherwise by the Commission, 
 the applicant is required to specify stereo in the application.

 Whether there is any requirement to actually build and operate
 stereo in spite of specifying stereo,
 is a lawyer / system gamer question.

 I knew of many that simply ignored the requirement when building
 it, and nothing was ever said.

 They were also required to be non-D or a "simple" DA.
 Of course, simple isn't defined.
 To me, a 6 tower is "simple" so.....
