The FCC numbers are actually close. The stat I got from Bloomberg is for residential phones and does not, as I mentioned, include connected machines or businesses. If you follow the FCC data in the document you attached, it shows about 10 percent residential switched service as of a year and a half ago. According to the FCC's number in that same document that is decreasing at 9% per year which would make that 8.65% now. Take away home faxes, alarm dialers and modem lines in homes and that 5% could even be high!
