The Russians were (and are) absolutely brilliant at this sort of thing -- just read about some of their inventions and workarounds during the Great Patriotic War (i.e. World War II).

It was a very good thing for the rest of the world that their economic system was so insanely borked that they were never able to ramp up most of this stuff to large scale production.
