 Indeed !

 An admitted willful violation, and not alleged, but *known* to be
 causing harmful interference, regardless of cause.
 What if it had been interfering with and disrupting public safety,
 such as 911 dispatch ?

 The only part even a little puzzling to me, is the very long drawn out
 discussion and reasoning.
 All I can surmise, is some FCC lawyer justifying the time, ( wasted )
 to keep his/her cushy government job.
