And most packaged translators, the older Crown's for example, can be set up 
to mute RF upon loss of audio program.  So you can shut them off on the 
studio end by simply killing the audio feed.  And even if they don't mute 
upon loss of programming their built in FSK ID'er should still be running 
for identification purposes.
