Uhm, hello? McFly???!!

The last time I checked, FM translators were not required to be connected to
remote controls! 

The only requirement is that the translator carrier shuts down upon loss of
the primary station's signal. Why then is the FCC fining these guys 3 grand
for not having a way to 'immediately reduce power' on their translator?

What am I missing here (other then the FCC guy who wrote this might have taken
a few hits of acid at lunch)?
