[BC] SCA ON TRANSLATORS

All due respect Tom, I don't think we're completely in a totalitarian 
approach and haven't been as long as I can recall or have read in the 
history of the USA. Except where things involve specific oversight (such 
as where licenses are issued), we have as a society operating on a 
"better to seek forgiveness than permission" lifestyle and most of the 
world has come around to join us.Anyone who thinks otherwise only need 
to look at the remaining communist societies, those still ruled by 
religious fanatics as basis for that approach, and dictators of the past.

I do agree there are segments where regulated functions are permitted 
(licensed).  But I think that relates towards more keeping order, 
coordination, and standards than outright controlling.

As I read this more, I am more convinced the spirit of the rule 
indicates SCA services are not permitted on an AM on FM translator.  If 
the FCC thinks otherwise, then they should issue a declaratory ruling to 
change the rule to permit such.
